The Sino-Swiss Management Training Programme (SSMTP) is a partnership programme between Switzerland (Swiss Agency for Development and Cooperation SDC) and China (China Training Centre for Senior Personnel Management Officials CTCSPMO) initiated in 1994. On the Swiss side, the Institute for Systemic Management and Public Governance (former Institute for Public Services and Tourism) at the University of St Gallen was selected by SDC as implementing partner to manage the Phases III and IV of the SSMTP lasting from 01/2004 until 12/2013. By the end of the third Phase in 2008 some 1,200 participants had been trained in Switzerland, at the same time, provincial sub-programmes applying the Action Learning training method had been successfully concluded in the provinces of Qinghai, Sichuan, and Inner Mongolia. Currently, new provincial programs are implemented in Phase IV in the regions of Chongqing, Hainan and Jiangsu.
One focus of the SSMTP lies in the modernization of Human Resources Management and the development of Civil Servants in China, including development of leadership competences, change management, modern organisational development, new public management (NPM), and talents policy for Senior Officials and high-potentials. It promotes modern training methodologies and management of training institutions for Managers and Trainers, and conducts follow-up training seminars stressing upgrading of knowledge and skills in HRM and NPM. The SSMTP's overall goal is the development of organizational capabilities to solve China's problems of today.
Furthermore, special provincial programmes aiming at supporting the sustainable development in economically and socially backward regions in Western China form a core competence of the SSMTP. Applying the Action Learning methodology for those programmes leads to a strong practice-oriented design of the training content, which in turn enables the participants from those provinces to work towards a one-to-one implementation of the acquired knowledge. The provincial programmes deal with current issues such as sustainable tourism development, social security, regional development, small and medium sized enterprises, financing instruments, and ecological management.
While the SSMTP constitutes a major vehicle for assisting the People's Republic of China in achieving its goals of administrative reform, sustainable development, social stability, creation of a harmonious society, and peaceful global integration, the programme at the same time builds a strong bridge between Switzerland and China, promoting mutual understanding and learning, cultural diversity and acceptance, human-centred development and the establishment of a lasting network based on friendship and common interests.
